. >> supervisor farrell: to supervisor kim's question, when you go through the lottery, let's say you win the lottery or convert otherwise, there is a fee to start the process going forward. that fee will not be waived. that will continue in time. this is a new and separate fee. the dollar amount out of that nee came from the nexus study conducted, studying the effects of a condo converse study two years ago. happy to provide you with that. but that's where that fee emanated from. >> co-chair kim: in terms of depending on the number of years obviously that fee reduces down to $4,000. i know there's concern about whether $4,000 per unit can mitigate the loss of rent control units. beyond the normal existing procedure that we have currently for -- to ensure that there's sort of a metered rate at which we lose -- basically lose rent controlled units. >> supervisor farrell: i challenge probably the premise of that comment but i will say that the amount of fee reduction was a balancing act -- and to the city attorney can speak to further detail about that. we have to match that with the nexus

provisions for lifetime leases in this than there have been in parkmerced. mr. farrell, this does open the door to speculation. yes, there is speculation but that is why it's called speculation. and i will do everything in my power to defeat, in the next election, supervisors who vote for this law. >> chair wiener: thank you. next speaker. >> i'm here -- my name is david wallace and i'm a t.i.c. owner and i'm here to ask you to support this legislation. this legislation will have a huge impact on my future, and ability to afford my home. originally, my t.i.c. held a group loan to reform -- financial. thorn bird collapsed in 2008 and my loan was sold. it was well known that before thornberg collapsed, they allowed transfer of our group loans in the interest of thornberg and t.i.c.'s qualified buyers. after the collapse my loan was sold and no longer transferable. one of our owners was transferred out of the san francisco to san diego. she tried to sell, and at this point we all realized that we had to refinance, with a great burden to us, caused a lot of stress in our t.i.c. i was looki

to thank supervisors farrell and wiener for proposing this modest legislation to help t.i.c. owners while at the same time protecting renters. a little bit about me. i've lived in san francisco 35 years. i am not a speculator. i've been in my building for more than 20 of those years. i am not wealthy. i gave up a more lucrative career to work for a nonprofit so i don't make the money i used to. my co-owners of the t.i.c. are a young family with a newborn baby. they want to stay in san francisco. city hall talks a lot about keeping families in san francisco. but there's rarely legislation to do anything about that. this is legislation that will actually help families stay in san francisco. and i urge you to support it. thank you. >> chair wiener: thank you. next speaker. >> howdy. my name is ian -- of some disclosures. i own a two unit property in san francisco which is both my home and a rental property. a previous owner of the property i know created a covenant with san francisco which disallows division of the property into condominiums. the wiener-farrell proposal does not potentially

. that is the 31 bus line. and people are advocating to remove the hyde and farrell at 38 -- -- which is the 38 geary line. i also want to mention the housing authority is not doing its due diligence when it comes to medical expenses. people that have -- can use that deduction are not getting it and their rent is higher because of it, which obviously has ripple effect. people are paying more rent that are low-income. i also, which was in the packet that obviously you are not going to get, which i will put up on the screen. multiple ways of doing this. can we have the screen? the 101 hyde post office is going to be removed, which is general delivery. they are going to be putting housing there. they are going to be putting housing there. the 101 hyde is the main post office site, where we have general delivery. those are people who don't have a mailbox go there to get their mail. so if you are on ga or whatever, that is where you go to get your mail if you don't have an actual physical address, if you are homeless. it has 4,000 box holders. if their mail is being stolen, this is again where

buildings unless we do some kind of investigation. the protection in wiener and farrell's legislation for someone living in a t.i.c., we all know the lifetime leases are problematic under costa hawkins, but the other thing is it's very simple for a landlord of a t.i.c. to simply threaten or buy out that tenant and circumvent the lifetime lease. again there are no real protections for tenants. the only real protection for tenants against evictions for t.i.c.s is to not do t.i.c.s, period, end of discussion. let's provide homeowners other ways. we should be building. new construction is how we provide home ownership for middle income people. stop cannibalizing the rental stack. evicting one group of people to provide homes for others is not good policy. we should be together in demanding that this city provide affordable housing for everyone, and that we use new construction to provide condos for are people in the middle income level. thank you. >> chair wiener: thank you. next speaker. >> good afternoon. i'm marie coons from district 10, a t.i.c. owner. we bought our four unit building
